This means that you can now watch YouTube videos on a small part of your mobile screen while using other apps on your phone. For both Android and iPhone
First of all, open the YouTube app on your phone.
Then tap on the profile icon at the bottom.

After doing this, picture-in-picture mode will be activated on your YouTube account.
